QC supports ISO Qatar Directory 2015

Qatar Chamber announced yesterday that it supported ISO Qatar Directory 2015 which is being issued by Arkan Company for Organizing  Conferences , Events and  Advertising in November 2015 .

For his part Saleh Al Sharqi , Qatar Chamber Acting General Manager , ISO-Qatar-002said that the Chamber was keen on supporting this directory to highlight achievements and interests of private sector institutions.

He added:”  we are eager to cooperate with Arkan Company for issuing this important directory which will be of advantage for the Qatari private sector.”

Al Sharqi stressed the major aims of the directory in providing new innovative advertising means to showcase roles of companies and sectors in the Qatar market.

Arkan Chairman Mubarka Al Marri said that in the near future and in line with the international market criteria , the ISO certificate will be an indicator measuring the excellence of companies and institutions.

Al Marri expressed her thanks and appreciation to the Chamber for the cooperation and support in issuing this directory especially to Saleh Al Sharqi for his deep interest tp our project.

Mohamed Ayesh , Arkan General Manager , said that his company is proud of the Chamber’s support to the first issue that includes companies and institutions received ISO Certificates.

He added:”ISO certificate is now a goal for all institutions and companies as it constitutes a key for success in all domestic and foreign markets.”

 

Ayesh said that ISO Qatar is advertising and documentary directory providing knowledge and awareness for companies received ISO certificates .It will be annually issued in Arabic and English and distributed in ministries , govt institutions , hospitals , companies Arab and foreign embassies.

The deadline of issuing the directory is Nov 2015 , he noted.

Preparatory Meeting for 1st Gulf Economic Forum in Doha

Doha, October 05 (QNA) – Federation of the GCC Chambers of Commerce and Industry (FGCCC) Secretary General Abdul Rahim Hassan AL Naqi and the Qatar Chamber (QC) Acting Director Saleh Hamad Al Sharqi held a meeting here today with the technical committee of the Gulf Economic Forum, slated for 25-26 October in Doha.

The meeting reviewed the final preparations and arrangements for the Forum, which will be organized by FGCCC in collaboration with QC and ExiCon Global. QC said in a statement today that the meeting also discussed the working papers to be addressed during the forum.

Officials representing GCC ministries of commerce, industry, finance, planning and economy will participate in the forum, along with chairmen and board members of chambers of commerce, concerned organizations, institutions and offices as well as researchers in the economic, social and political fields.

To be held under the theme ‘Enhancing Contribution of the Gulf Private Sector in Economic Development’, the forum aims to serve as a platform for the private sector to deliver its vision on regional economic development and removing obstacles hindering commercial exchange between GCC states.

It will review regional and international challenges facing GCC states in light of the economic crisis, regional developments and the decline in oil prices. (QNA)

Qatar Chamber , Pakistani Delegation Discuss Trade Ties

Qatar Chamber (QC) and a delegation representing the Lahore Chamber of Commerce and Industry (LCCI) of Pakistan, discussed Monday ways to enhance cooperation between the two sides in a number of trade and economic fields.

They focused particularly on food and agriculture sector.

In a press statement, QC Vice Chairman Muhammed bin Ahmed bin Towar Al Kuwari said that the Pakistani delegation’s visit is a good opportunity to strengthen trade relations between Qatari businessmen and their Pakistani counterparts, pointing to the strong ties between the two countries at all levels.
As the world focuses on issue of food security, Al Kuwari said that Pakistan is a strategic partner of Qatar in this aspect and has a large production capacity, which is at the same time in need to local partners.

For his part, LCCI Vice President Syed Mahmood Ghaznavi said that the visit aims to discuss ways to enhance trade exchange between the two countries , saying Qatar could import a lot of Pakistani products such as, for example, rice, vegetables and fresh products. (QNA)

Chairman applauds ALO’s support to Qatar

Qatar Chamber Chairman HE Sheikh Khalifa bin Jassim Al Thani met on Monday with Director-General of the Arab Labor Organization (ALO) Fayez Ali Al Mutairi and his accompanying delegation at the headquarter of the Chamber.

The meeting focused on ways of bolstering cooperation between Qatar Chamber and ALO and issues relating to labor in Arab region.

HE Sheikh Khalia gave tribute to the Arab Organization , assuring the importance of enhancing cooperation with as the real representative of employers , laborers and their issues.

He expressed his appreciation to the support the organization gave in Geneva meetings last June rejecting and advocating the allegations against Qatar’s laborers circumstances .

Both Sheikh Khalifa and Al Mutairi lauded the idea of establishing an advanced training center in the Organization . There is an urgent need for training in areas of inspection , safety , health and labor disputes , they agreed.

The First Annual Global Employers’ Summit commences

And discusses labor movement, the role of the financial sector, unemployment, and doing business in the GCC

Under the Patronage of His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince, Deputy Supreme Commander and First Deputy Prime Minister, the First Annual Global Employers’ Summit was inaugurated yesterday amidst wide participation of dignitaries and business owners.

Qatar Chamber Chairman HE Sheikh Khalifa bin Jassim Al Thani led the Chamber’s participating delegation in the summit.

Mohamed Mahdi Al Ahbabi , QC Board Member , Abdul Aziz Al Kuwari , Noora Al Awlan , and  Ahmed Adel were also present at the event.

The first day incorporated four panel sessions on various topics.  The first session keynote speech was presented by Mr. Guy Ryder, Director General of the International Labor Organization (ILO).  The session emphasized Doing Business in the Gulf Region, which was moderated by Mr. Othman Alrayes First Vice-Chairman of Bahrain Chamber of Commerce and Industry.  Participated in the session Dr. Jarmo Kotilaine, Chief Economist of Bahrain Economic Development Board; Mr. Rabah Al Rabah, Director General of Kuwait Chamber of Commerce & Industry; Mr. Abdulla Al Owais, Vice-Chairman of the Federation of UAE Chambers of Commerce and Industry; and Dr. Saud Al Omari from the Council of Saudi Chambers.

The second session was entitled International Labor Migration Facilitating the Free Movement of Workers Globally, which was moderated by Ms. Ronnie Goldberg, Chairperson of IOE Policy Working Group on Labour Migration.  Participated in the session Ms. Beate Andrees, Chief, Fundamental Principals and Rights at Work Branch (ILO); Ms Ellen G. Yost, Partner, Fragomen Worldwide;  Mr Denis Pennel, Managing Director of International Confederation of Private Employment Services (CIETT); Dr. Richard Hooper, Global Health Advisor of International SOS; and Ms. Carmela Godeau, Regional Director for the Middle East and North Africa (IOM).

The third session was entitled The Global Youth Unempoloyment Crisis, and was moderated by Ms. Shea Gopaul, Executive Director, Global Apprenticeships Network (GAN).  Participated in the session Mr Stefan Kapferer,  Deputy Secretary-General of the OECD; Ms Noura Alturki,  HR and CSR Executive Manager, Nesma Holding Company Ltd.; Mr Antoine Foucher,  Deputy Director-General of the MEDEF; Mr Koray Genckul,  Senior Director, Human Resources Operations Middle East & Africa, Hilton Worldwide.

The final panel session for the day was entitled The Role of the Financial Sector, moderated by Engr. Nabeel Al Mahmood, CEO of the Bahrain Chamber of Commerce & Industry.  Participated in the session Ms Jacqueline Mugo, Secretary General, BUSINESSAFRICA; Mr. Fahad Al Sherawi, CEO and Managing Director of GCCIX WLL; and Mr Neil Carberry,
Director of the Confederation of British Industry (CBI).

On Thursday , Qatar Chamber will host  a meeting with  a delegation from the International Organization of Employers.

Qatar assures laborers’ rights , Bin Twar

Qatar Chamber Vice Chairman Mohamed Bin Twar said that the main objective of the meeting with International Organization of Employers( IOE) is highlighting the laborers’ conditions in Qatar.

This was stated during the meeting that Qatar Chamber held with the Organization representatives on Thursday at the Chamber’s venue.

Linda Kromyoung , IOE Secretary General , Robert Santos , IOE Deputy Secretary General , and Yorgen Ronest , IOE’s Spokesperson to International Labor Organization and Vice President of IOE , were attending along with number of Qatari businessmen .

Bin Twar assured that the meeting constitutes a good opportunity that provides a better understanding to the labor’s issues and the progress Qatar achieved in this regard.

He said:” Qatar received a large number of laborers that reaches 85% of the total population . They are working at all economic sectors and contributing in the sustainable development of the State”.

Qatar is one the leading countries that has significantly developed laborer’s conditions to the highest level, he added ,

Bin Twar gave tribute to the contributions of Ministry of Labor and Social Affairs and Qatar Central Bank regarding WPS .

For his part , Dr. Mohamed Ibrahin , QC Economic Expert , gave a presentation on doing business in Qatar and roles played by Qatar Chamber in business community and for private sector.

Yourgen Ronest , IOE’s Spokesperson to International Labor Organization and Vice President of IOE, gave a brief of the Organization  urging companies to respect the laws and legislation of the country it operating in for creating a better , safe environment for its laborers.

Saleh Al Shawi , Director of Legal Affairs  of MoLSA, expressed thanks to the Chamber for organizing this meeting that helps provide awareness about the Ministry achievements regarding laborers’ conditions.

Qatar is strictly committed to all international agreements and it cooperates with all interested institutions for supporting laborer’s rights.

Linda Kromyoung , IOE Secretary General, reviewed in her remarks the IOE’s recommendations for guaranteeing laborer’s rights .

On the sidelines of the meeting , the Chamber organized a meeting between the HE Dr. Abdulla Al Khulaifi , Minister of Labor and Social Affairs with the delegation at La cigale Hotel.

HE Sheikh Khalifa bin Jassim Al Thani ,Qatar Chamber Chairman , was also present at the meeting that reviewed Qatar’s commitments to laborers’ rights .

“Qatar Chamber was our partner in these achievements “, the Minister noted.

The delegation , accompanied by Qatar Chamber’s staff , visited  many laborers’ sites and accommodations. Hamad bin Khalid Co. and Starbag Qatar Group  were among these sites.

Qatar Chamber holding workshop today

Qatar Chamber, in co-operation with the International Chamber of Commerce, is conducting today a workshop on “Impact of the treaties that facilitate international trade on the flow of supplies”. The workshop, to be held at the QC headquarters, will see the participation of experts from international consultancies, the General Authority of Customs and QNB.

The participants will speak on the impact of such treaties on small and medium enterprises as well as the main difficulties concerning customs clearance procedures and other related issues, such as the fees and charges involved and the cost of any delay due to administrative issues.

Meanwhile, the Qatar International Centre for Conciliation and Arbitration at QC will organise a training course from November 1 to 4 to prepare arbitrators for international commercial arbitration. The training programme targets lawyers, engineers, experts and staff working in the trade sector, banks and insurance companies.

Qatar is committed to transparency in tenders: Minister

DOHA: H E Sheikh Ahmed bin Jassim Al Thani, Minister of Economy and Commerce, has stated Qatar is committed to strengthening its institutions to ensure there is absolute transparency in its public tendering process. Qatar is keen on ‘competition protection’ and combating collusion in public procurement, the minister said.

Delivering opening address at the two- day international workshop on ‘Competition protection and collusion combat in public procurement’, being organised by the Ministry of Economy and Commerce here yesterday, Sheikh Ahmed bin Jassim noted the combined value of general tenders accounts for a major share of a country’s gross domestic product (GDP). Enhancing the efficiency of the public tendering process, therefore, is important for any local economy.

Qatar has already issued a law (No 19, 2006) for competition protection and prevention of monopoly practices. A committee has already been in place for ‘competition protection’.

In line with the Qatar National Vision 2030, the ministry is keen on further strengthening the country’s investment environment, he said

Sheikh Ahmed bin Jassim said the workshop will help all stakeholders understand the appropriate mechanisms to stimulate competition and anti-manipulation in tenders and help identify the most important indicators of collusive behaviour. The workshop will also shed light on how to work with authorities specialised in anti-competitive combat.

Earlier, the Ministry of Economy and Commerce said in a note that public procurement accounts for up to 25-30 per cent of GDP in developing countries and for approximately 15 percent of GDP in OECD countries. In this sense, competition is a fundamental factor in the tendering process.

The Ministry stated the tendering process is of utmost importance since it sets the framework that regulates the purchases of government entities. Therefore, promoting competition in tenders and bids protects the interests of all parties as the government or awarding entity benefits from completion among bidders to ensure it gets the best price in line with the required technical specification.

The opening day saw panel discussion on “Competition issues in public procurement”, ‘Methods to detect cartel and bid rigging cases” and “Designing a government-wide programme to promote completion and fight bid rigging”.

Sheikh Khalifa bin Jassim bin Mohammad Al Thani, Chairman, Qatar Chamber; Saif Said Al Sowaidi, member of competition protection committee, Qatar University vice president for Institutional planning and development; Alexis Brunelle, French Competition Authority; Despina Pachonu from OECD, Khaled El Arbi, Tunisian High Authority of Public Procurement; and Abdulaziz Zaid Al Taleb, Qatar Central Tenders Department were among others who addressed various sessions on the opening day.

Minister inaugurates workshop on tendering competitiveness
HE the Minister of Economy and Commerce Sheikh Ahmed bin Jassim bin Mohamed al-Thani yesterday inaugurated a two-day international workshop on “protecting competitiveness and combating collusive tendering” in Doha.

The workshop aims to increase the awareness of specialists on the importance of tenders in the economy and the need to enhance competitiveness and combat any manipulation in tender
procedures.

A number of international experts in the field are taking part in the workshop in addition to government and private sector officials.

Sheikh Khalifa bin Jassim bin Mohamed al-Thani, chairman of Qatar Chamber and head of the Competition Protection and Anti-monopoly Committee, attended the opening session.
The minister said the workshop aims to address the most important challenges faced by various tender authorities and committees around the world and focuses on the laws and regulations to develop and protect competitiveness and integrity while issuing
tenders.

He stressed that discussions at the workshop would enhance expertise in the field and provide officials with an idea about best practices in this area. He also noted that tenders play an important role in the GDP of every country and improving the level of efficiency in this area will reflect positively on the overall economy and rationalise public spending.

Further, he spoke about the efforts made by Qatar in this area, particularly the protection of competitiveness and combating monopoly.

QC holding an arbitration course next month

Qatar Chamber’s Qatar International Center for Conciliation & Arbitration (QICCA) is conducting a course on “ Preparation and Qualification of Arbitrators in the International Trade Arbitration”  from 1 -4 Nov, 2015 at the Chamber headquarters.

The program will include academic materials along with practical applications to support attendees with both theoretical and professional skills.

The first day will focus on the trade arbitration and its legal nature while the second day will highlight controls of the arbitration process and sessions.

However, the third and fourth days will showcase practical arbitration cases . Participants will be organized in groups and an arbitral tribunal will be established.

The Qatar International Center for Conciliation and Arbitration (QICCA) has been established in 2006 by virtue of a resolution of the Qatar Chamber‘s Board of Directors to create an efficient and swift mechanism to settle disputes between Qatari enterprises or between national companies and their foreign counterparts.

It seeks to follow the most recent trends in organizing conciliation and arbitration procedures through its adoption of the model rules prepared by the United Nations Commission for International Trade Law (UNCITRAL) as revised in 2010.

It is part of the Qatar Chamber of Commerce and Industry and recommends to its members the use of some model clauses for conciliation and/or arbitration in their national or international contracts.

The Center maintains lists of conciliators, arbitrators and experts of international reputation in different areas in order to choose from such lists by the interested parties.

It  aims to organize seminars, workshops and conferences to prepare and to train future arbitrators and to encourage the use of alternative dispute resolution methods.

It is a full member in the International Federation for Commercial Arbitration Institutions (IFCAI)

QC seeks impact of international trade treaties on supply chains

A workshop on the “impact of treaties that facilitate international trade on the flow of supplies” has been held at Qatar Chamber (QC). It was attended by international experts in the field along with e QC officials and members and officials from the General Authority of Customs and banks.

The workshop was organized jointly by QC and the International Chamber of Commerce, aiming to enhance the knowledge of the business community in Qatar of related issues.

In his keynote speech, Qatar Chamber Vice-Chairman Mohamed bin Twar said that the Chamber is very keen on holding these seminars to provide full awareness for business community about the best practical trade policies. This would mainly help the private sector maximize its contributions in the GDP.

Treaties that facilitate international trade would reduce the cross-border trade costs between 12.7% to 17.5% , as the cost of documenting transactions reaching 3 -10% of the total cost of the good, he noted.

Jabor Al Sulaiti , Customs General Authority , paid tribute to Qatar Chamber for organizing this seminar saying:” There is a close cooperation between the Authority and the Chamber reflecting the State’s policy towards supporting the business community.”

The Authority is working very hard on Al Nadeeb System that enables importers and customs clearance representatives to obtain full knowledge  about customs definitions and electronically fees accounting through a single window , he added.

For his part , Adam Risborg ,Director in EY’s Supply Chain & Operation Practice in the Middle East , said that supply chains could help in GCC economic diversity especially under the current fall of oil prices.

Risborg hinted that there are obstacles facing supply chains such as customs procedures , transport , infrastructure , logistics and investment environment.

Gavin Rennie , Power & Advisory Services at EY,  confirmed the importance of Private Public partnership (PPP) that would overcome these obstacles .

Governments , he noted , should create new strategies and clear work plans  to facilitate trade and to solve those obstacles . Economy diversification is a core element in the sustainable development , he assured.

Paula Boast , from Charles Russell Speechyls, said that the international treaties add more control on the international law and reduce the trade costs . If governments fulfill the International Labor Organization Agreement ,costs of trade across borders would decrease by 13% in developing countries, she said.

The patronage of HH Sheikh Tamem bin Hamad Al Thani , Emir of the State, to the 1st Gulf Economic Forum( GEF) assures his continuing support to the gulf private sector , a Qatar Chamber senior official said yesterday.

Saleh Hamad Al Sharqi , Qatar Chamber Acting General Manager , said in a press conference held at the Chamber venue for the announcement of the Forum’s preparations , that the Emir’s patronage to the event significantly assures his conviction of the private sector in the economic sustainable development and the challenges facing its growth.

The two-day Forum will discuss four main themes — the march of joint GCC economic action, the role of private sector in sustainable development, economic and information structural reforms in the GCC states and the future aspects of customs unification and GCC joint market.
It aims to review regional and international developments and challenges facing GCC states and emphasising the need for more work and effort to enhance economic integration for realising security and stability of countries in the region by increasing their economic strength.
The Forum will also discuss the future prospects of the Gulf economy in light of the economic crisis, regional developments and the decline in oil prices.

The event aims to enable the private sector in GCC to increase its contribution to development projects and gross domestic product besides supporting entrepreneurs in building GCC economies.

Al Sharqi pointed out that the Forum’s organizers are interested to highlight during the Forum the gulf economic integration benefits that will positively reflect in the nationals’ welfare and wealth.
The GEF four major themes will be discussed in four sessions headed by distinguished economic dignitaries and the final recommendations will be submitted to the GCC Summit.

HE Sheikh Abdulla bin Nasser Al Thani , Prime and Interior Minister, is expected to inaugurate the Forum in the presence of HE Dr. Abdullatif Al Zayani , GCC General Secretary , and HE Shekih Khalifa bin Jassim Al Thani , Qatar Chamber Chairman , Al Sharqi noted.
Dr. Ali Papa Jan, Turkish Economic Minister , will be the honor guest of forum .

Abdul Rahim Naqi , FGCCC General Secretary , Saif Al Kuwari , Head of the Technical Committee , and Nizzar Zaiton , representative of the Organizing Company , were present in the press conference.

Asked about indications of Qatar’s hosting of this forum , Al Sharqi replied that it confirms the State keenness to issue decisions that better serve the gulf private sector and businessmen.

For his part , Abdul Rahim Naqi said that the GEF constitutes an opportunity for translating the GCC leaderships’ resolutions regarding maximizing the contributions of the Gulf private sector in economic hub and enhancing the public , private partnership.

The FGCCC aims to achieve the Gulf economic integration among GCC countries and overcome all obstacles hindering the trade exchange . Besides , it helps promote Gulf exports and held partnerships among Gulf , Arab , Islamic and international institutions and organizations , he pointed.

The Federation is also keen to support the youth , entrepreneurs and businesswomen programs , he added.
Challenges facing the Gulf private sector are the top of our priorities in this forum, Naqi assured .

About 380 companies confirmed their participation till now and we are targeting 600 in the few left days by the Forum , said Nizzar Zayton .


QC seeks economic relation with Ukrainian delegation

Qatar Chamber Board Member Mohamed Ahmed al-Obaidli met yesterday morning at the chamber headquarter with an Ukrainian  delegation headed by Mr. Dmitry Bondarenko, Representative of Ukraine Chamber of Commerce in the State of Qatar.

Ukrainian Ambassador to Qatar HE Mr. Yevhen Mykytenko was present at the meeting that focused on ways of strengthening  trade and economic ties between the two countries .

It also reviewed the steps that were taken to establish strategic cooperation between Qatar Chamber and Ukraine Chamber of Commerce during this year. The memorandum of cooperation was signed between two chambers, The official representative of Ukraine Chamber of Commerce in the State of Qatar Mr. Dmitry Bondarenko was officially appointed . Representative office of the Ukrainian Chamber of Commerce in the State of Qatar was opened in Doha.

For his part , Al Obaidli said that both Qatar and Ukraine enjoy strong and developing relations and there is a keenness from Qatari businessmen to explore available investment opportunities in Ukraine and establishing real partnerships with their counterparts.

He noted the sectors they are interested in are agriculture, infrastructure , services and food security.

Qatar’s market is competitive and only attracts financially strong institutions, Al Obaidli pointed.

Mr. Bondarenko presented Ukrainian business companies, which will take part in business forum which is expected to be hold on November 30th,2015 in Doha.

 

About 15 successful international companies, as well as those that have experience in the Gulf region , will be among the visiting delegation, he added.

All of these companies he said  represent sectors of business (construction, agriculture, IT and others) which is very important for Qatar and Ukraine is a leader in these sectors on the international markets.

Qatar Chamber Vice-Chairman Mohamed bin Twar met on Tuesday morning at the Chamber venue with a delegation from China Ningxia Provincial delegation headed by HE Zhengrong , Director General of Department of Commerce , and  a handful of the Province officials and businessmen.

The two parties reviewed economic , trade ties and means of developing mutual cooperation between Chinese and Qatari businessmen.

Bin Twar assured that there are excellent relations between the State of Qatar and China and the Chinese products are well-known of high standards of quality  worldwide.

He added: “Qatar is witnessing great hub at all levels and fields and there are available investment opportunities for Chinese companies to take part in the projects which are being implemented for developing infrastructure,”

We, he said , welcome Chinese companies from Ningxia to participate in Made in Chine Exhibition 14-16 December ,2015 which is being organized by the Chamber for promoting Chinese [products in the local market.

For his part ,HE Zhengrong , Director General of Department of Commerce gave an overview of Ningxia , expressing his admiration of the inclusive development Qatar witnessing at all levels

QC , GAC organize training programme for customs clearance officers

A training programme for customs clearance officers will be conducted at Qatar Chamber (QC), on Sunday.

The 15-day exercise is being organized in co-operation with the General Authority of Customs (GAC) from October 25 to December 15, 2015.

The objective is to give accredited qualifications for the customs clearance officers by training them on the necessary skills to enable them to offer high quality services to the public dealing with them.

A press release issued by Qatar Chamber said the training programme aims at qualifying and training custom clearance officers and at improving the capacities of custom professionals with a view to promoting performance and providing distinguished custom services.

The programme will cover the custom law, terms, clearance, protection of intellectual property rights, situations in which custom duties are waivered and international organizations and agreements.

The programme will also cover the customs law, customs terminology, protection of the intellectual property rights, evaluation of customs charges, and the related international agreements.

It includes 96 hours of training, with expert lecturers in the field of customs clearance.
Trainees who attend the programme will get an accredited certificate from QC that qualifies them to undergo the GAC exams for customs clearance officers at GAC headquarters.

India is a “promising” market and provides “huge opportunity” for investors, said Qatar Chamber vice-chairman Mohamed bin Ahmed bin Twar. Welcoming a Confederation of Indian Industry (CII) delegation to Qatar Chamber yesterday, Bin Twar highlighted the “growing bilateral trade and the historic links” between the two countries.

Addressing the meeting, Dr Naushad Forbes, president designate, CII & director, Forbes Marshall, said greater opportunities existed in both India and Qatar for investments. “The closeness of the connection between Qatar and India is striking.

In many cases, these connections go back to generations. We can also build on these connections… productively in future.”

Dr Forbes said while the Indian industry was “active” in Qatar, certainly more could be done here.
“The other day, we listened to the Qatar Development Bank CEO, who said, ‘Indian industry is certainly active in Qatar. While the Indian industry is welcome in Qatar, it is punching below its weight in Qatar. There should be a stronger presence of the Indian industry in Qatar.’ This message we are taking back to our own members.”

He said Qatar’s efforts to diversify its economy, away from oil and gas were a “major development”. “And I understand half the Qatari economy is now accounted for by the non-hydrocarbons sector. In India, we are really keen to participate, not only in the hydrocarbon industry or infrastructure, but also in Qatar’s industrial development broadly.

“Qatar’s hospitality sector is vibrant and promising. And there are many sectors, where we have an obvious match. Qatar’s infrastructure plans in relation to FIFA 2022 are striking. The investments that are called for are very ambitious. Indian firms can play a significant and activerole across various sectors,” the CII president-designate said.

Dr Forbes urged the Qatari industry to “consider investing in India” and said, “The potential for infrastructure investments in my country is even larger, simply because of the huge gap between India’s needs and what it has now.

“Every year for the next 20 years, we require billions of dollars of investments in India across many sectors. We look forward to greater involvement of the Qatar Chamber and the Qatari industry in what we are trying to do in India,” he said.

Dr Forbes pointed out that the Indian economy was “growing very rapidly”. The economy is deepening in various sectors. There are opportunities everywhere. “For example, we produce in India, up to 1.3mn engineers a year. It is a huge number. Clearly, there are opportunities for investment in India’s higher education,” said Dr Forbes, a former lecturer and consulting professor at the Stanford University in the US.

Dr Forbes currently leads a nine member high level business delegation to Doha, which represents
infrastructure, energy, heavy engineering, manufacturing, consultancy, and information technology among other sectors.

The programme of the delegation, coordinated by Embassy of India, Doha, with the active support of Qatar Chamber of Commerce and Industry (QCCI) and Indian Business & Professionals Network (IBPN), included interaction with local companies with a view to develop and expand business in diverse sectors. CII, founded more than 120 years ago, is a premier apex business association of India, functioning as an industry-led industry-managed organization.

It currently has more than 7,200 members, including MNCs and SMEs, and an indirect membership
of over 90,000 enterprises from nearly 260 nationals and regional sectorial industry bodies.

CII has a network of offices within India and abroad, as also institutional partnerships with more than 220 counterpart organisations in some 90 countries.

India keen on an ‘early meeting’ of India–Qatar Business Forum

India has expressed keen interest to have an “early meeting” of the India-Qatar Business Forum, which
will further strengthen the bilateral relationship between the two countries, ambassador Sanjiv Arora has said.

“We seek collaboration on all areas of mutual interest; the composition really covers a wide spectrum of
sectors,” Arora told Gulf Times yesterday.

He said the forum would be a “very good platform to synergise and supplement the mechanisms already in place to expand our economic partnership.”

During the state visit of HH the Emir, Sheikh Tamim bin Hamad al-Thani, to India in March this year, an India-Qatar Business Forum was organised with the participation of a large number of businessmen from both the countries.

He said the bilateral trade between the two countries had been growing consistently. The bilateral trade stood at $17bn in 2013-14; of which $16bn accounted for imports from Qatar. “We would like our
exports to increase and in fact there has been good growth. If you look at the figures for 2012-
13, the growth in 2013-14 was as much as 45%.

“On the part of our companies, there are ongoing efforts to diversify their export volumes. For example, in the last three years, the number of companies coming for Project Qatar expo has been increasing. There was a time when no Indian company had turned up for the event.

“In 2013, some 30 Indian companies took part in the expo. And in 2014 there were 45 companies and this year as many as 60 Indian companies participated in the Project Qatar expo. While we would very much like our exports to grow further, we are glad to see the handsome growth in the bilateral trade. Qatar
continues to be a vital energy partner for India.”

He said, “At both the government and business levels, we are seeing a positive reaction and expressions of interest in the ‘Make in India’ campaign launched by our Prime Minister Narendra Modi in September 2014. Also, the National Investment and Infrastructure Fund of the Government of India is an area of great promise for both sides.

“So, we are already seeing positive receptivity and interest in these proposals from the Qatari side. And we discern the volume of investments in the coming months and years are poised to grow,” ambassador Arora said.

He said the ongoing visit of the CII delegation was within the framework of the vast potential and shared interest of both sides to further expand business and investment partnerships. CII had last sent a business delegation to Qatar in September, 2013.

Under the patronage of HH the Emir Sheikh Tamim bin Hamad Al-Thani, HE Prime Minister and Minister of Interior Sheikh Abdullah bin Nasser bin Khalifa Al-Thani opened the 1st Gulf Economic Forum at Doha Sheraton Hotel on Sunday evening. The Forum is organized by Federation of GCC Chambers in cooperation with Qatar Chamber.
In a speech to the participants, HE the Prime Minister and Minister of Interior welcomed the participants in the 1st Gulf Economic Forum and conveyed the greetings of HH the Emir and his wishes for a successful forum, praising an elite group of officials, experts and specialists attending this important event.
The participants share the same hopes and aspirations in building strong and balanced economy in the GCC states and create partnerships between the public and private sectors, His Excellency added, pointing out that the State of Qatar play a host today to this economic forum out of its firm belief in the unity of the Arab Gulf states and the unity of the aspirations and goals of their own people.
Qatar, he said, has translated this belief in different fields of GCC joint action as it is considered today a gateway for joint Gulf investments and projects and it is also a gateway to the GCC businessmen looking for Qatari partners to set up partnerships.
HE the Prime Minister said Qatar believes that a strong and balanced economy is based on a real partnership between the public and private sectors, especially as Qatar seeks to build a diversified economy built on the diversification of sources of national income and not relying on energy as a key driver of the economy.
In order to achieve this Qatar has taken a number of measures to facilitate doing business to ensure efficient performance and fair competition based on transparency, he pointed out.
In addition to these factors Qatar possesses an integrated set of features that made it a magnet for investment, His Excellency said, adding that the availability of inexpensive sources of energy and raw materials encourages taking advantage of the investment climate in the state as well as incentives provided to industrial establishments in order to set up a solid industrial base to meet the growing demand in the domestic market and compete in the global market.

Abdullatif bin Rashid al Zayani, Secretary-General of GCC, said issues relating to sustainable development, regional security and economic integration of the Gulf countries are the biggest challenges facing the Gulf Cooperation Council (GCC).

Zayani hailed the cooperation between the Gulf countries which has brought rapid economic growth.

About 500 officials representing GCC ministries of commerce, industry, finance, planning and economy are  participating , along with chairmen and board members of chambers of commerce, concerned organizations, institutions and offices as well as researchers in the economic, social and political fields.

To be held under the theme ‘Enhancing Contribution of the Gulf Private Sector in Economic Development’, the forum aims to serve as a platform for the private sector to deliver its vision on regional economic development and removing obstacles hindering commercial exchange between GCC states. Sheikh Khalifa praised the Father Emir’s  initiative in April 2010 about holding annual meeting in Qatar gathering GCC leaderships with chairmen of Gulf chambers for reviewing all private sector relating-issues.

 

The gulf private sector , he said , is fully aware of the challenges facing our countries and it is committed to fulfill its national obligations which is part of its commitment towards the gulf community.

Sheikh Khalifa announced that the FGCCC ( Federation of Gulf Chambers ) will lay the foundation stone of the Federation headquarter in 7th December, 2015 under the patronage of HH Emir of the Eastern Province ,KSA.

QC Chairman hoped the Forum would conclude in fruitful recommendations in order to enhance and develop the gulf economic citizenship and public private partnership.
